A Few Questions on The World Flag (Article 24)

I want to preface this by saying I wholeheartedly support citizens getting involved and submitting petitions. I love seeing people active in the community and in local politics. Sometimes when an article comes up and there is not a lot of conversation, I am not always sure about the implications or different sides but I like seeing both sides before feeling confident with a well thought out opinion.

That being said, I have a few questions on Article 24:

"That the voters of Westford adopt this World Flag and show their support for the flying of the World Flag at the Crisafulli School and on Earth Day on the Westford Common.

Or act in relation thereto."

I had originally been told that this was about flying a flag on the town common for one day during events related to Earth Day.  I thought that was a creative way to attract attention towards the activities on the common for Earth Day and I like creative so it sounded fine to me. When I read the article and looked into it, a few questions came to mind.  I was wondering what others thought or understood.

1. Is it suppoed to fly EVERY day at the Crisafulli School on the flag pole like the POW flag or commonwealth flag, is this a one time thing for Earth Day, or is it a daily flag displayed in a hall or cafeteria...?

2. It appears as though the flag is patented.  Do I owe someone money for using it here and what the implications for anyone else in the world trying to use it?

3. What is the image on the flag below the Christmas tree?
