What Are Your Thoughts on Remote Participation in Local Government Meetings?
Last week, Westford Planning Board chairman Mike Green participated in the board's meeting over the phone thanks to a new town policy. What are your thoughts?
Last week. Planning Board chairman Mike Green participated in the board's meeting despite being out of town, with chairmanship during the meeting going to Vice Chair Kevin Borselli.
It was the first time the Planning Board had a member participate remotely and one of the first times ever that any board used the fairly new policy that was finalized a few months ago.
Today, we want to get your take on the concept of remote participation for local board members and what role it might play on local governance.
Is this good for the town in that it will make it easier for residents that frequently travel to be a part of boards or do you think being there in person is a quintessential part of being a board member?
What are your thoughts?

Having participated in more than my fair share of conference calls for client meetings, I am unsure of this policy. A lot can be garnered from being in the room not just in terms of seeing any visuals (such as maps or other documents) but from reading body language and facial expressions. I suppose as long as it does not become a regular habit by members, it could work to ensure full board participation.

One thing I can tell you for certain... being there in person garners chocolate pretzels that remote participation cannot. I have the photo to prove it!

Like most things, I think remote participation is just fine, in moderation.
It allows government meetings to proceed on schedule, with full participation, voting, etc. However, remote participation is not as effective on a long-term basis, so I feel there should be restrictions in place for how and when remote participation is allowed. No problem if it's only once in a while... a few times per year. I think more regular remote participation should not be allowed (with the exception of special circumstances -- such as illness, injury, etc.)

While I agree with others' comments that remote participation should be done in moderation, I believe it is a necessity for our town to not only allow our town employees flexibility, but to be able to have active resident participants on these boards and committees. Many residents are familiar with remote participation, and our focus on recruiting high tech firms to Westford will increase this way of business. With the amount and maturity of (often free) tools available, the nuances of an in-person meeting are becoming less critical to get the full experience (with the exception of chocolate covered pretzels of course!).
Remote participation will never be as good as in-person, but to be able to engage our active residents and keep regular meeting schedules so business moves forward, I feel it will be key.
