I always did my house hunting in the winter to make sure I would see the houses roof and any ice dam issues. Spring is also a good time to see how it holds up to rain and check for flooding in the basement. When it's horrible outside, that's a good time to make sure you'll be comfortable inside. Just don't skimp on checking out the exterior, you'll want to take as many pictures as you can out there before your hands freeze.
